Truth governs logic. Logic governs reasoning. Intelligence is downstream. Intelligence is downstream from logic and reasoning. Intelligence is alignment with reality. Not merely generating convincing answers, but reasoning toward what is true. Govern the logic, and you govern what intelligence is built upon. Logic binds what follows from what has been admitted. It does not license the admission. A reasoning system can be perfectly consistent and still be governed by a false premise. Improving its inferential capabilities does not repair that upstream failure. The ground is not a proposition above which truth sits as an external authority. Truth is answerability to what is. Logic governs the relationships between propositions, but it cannot independently establish their correspondence with reality. The generator is not the measure of truth. It cannot confer truth upon its own representations simply by producing them coherently. The generative direction produces candidate reasoning under the governing principles. The adjudicative direction traces those candidates back through logical validity, premise truth, semantic stability, and grounding. The output is not accepted simply because it was generated. The system must remain a servant of the referent, not become the governor of what it was built to find. A halt is a decision.
